  • EARLY CHILDHOOD - ages 7 - 12
    • Help parents plant and maintain a victory garden each season at 120 Bachman Drive, Santa Ana, California.
    • Kept a pet duck at the above address.
    • Planted a popcorn crop on the lot next door. My grandfather, John Dishman (formerly a commercial citrus nurseryman in Whitter, CA), taught me how to plant, water, weed and harvest the crop. The crop filed seven – five gallon glass pickle jars with popcorn seed.
    • Helped my grandfather, John Dishman, in his back lot victory garden. Help him distribute produce to old folks in the neighborhood.
    • Picked pomegranate fruit growing along the Santiago Creek banks. Help my mother make pomegranate jelly.
    • Taught my dog, Pal, how to catch fish in the ponds of Santiago Creek.
    • Mowed and watered the lawns for my parents and for neighbors.

    • 1991. Mt. Israel Recreation Area, for Olivenhain Municipal Water District. CA, Employed as Project Manager by Bellfree Contractors, Inc. Supervised construction of riding and hiking trails, picnic areas, horse tethers, fences, gates, landscaping and irrigation systems. Designed and prepared all job cost spreadsheets; prepared progress billing; kept books, did banking; hired employees and subcontractors; supervised execution of work; acted as owner's representative to owner's staff; resolved fire damage and property claims; and operated heavy equipment.
    • 1999-2000. El Campito, Descanso, CA, Employed as Project Manager for the development of a 63 acre horse ranch. Duties included due diligence review of project prior to close of escrow, planning and permits, construction of an extensive irrigation system ($30,000 plus); refitting well with pump and electrical service; brushing and grading; fencing; planting of 300 fruit trees.

This is a recommendation for James E. Miller, applicant for the Director position for the Wyoming Small Business Development Center. In the past 18 months Jim has taken two of my courses and has just completed an individual research problem with me.
Jim is making a career change to implement technologies for sustainable production of food, fiber and energy. His research project, which is a business plan for commercial production of algae, demonstrates his capacity to take an idea from concept towards fruition. It shows an ability to communicate, network, and organize.
He has high energy and creativity, with an ability to think out of the box. Jim is a promoter and networker who can pull out all the stops to accomplish a goal. I can see him as an effective contact maker and grant seeker.

This letter is to express my highest regard and respect for James Miller, a candidate for the position of Director for the Small Business Center.
I have worked with Mr. Miller for nearly three years, helping him to establish the Montana VEd Consultancy. Our work together has furthered our mutual goal of expressing the importance and extending the use of digital and computer technologies throughout all of Montana’s public schools. I have been honored to work with Mr. Miller, and have come to appreciate his attention to detail, his innate skills in solving immediate problems, and his ability to adapt to current conditions, and expand beyond conventional thinking to incorporate new ideas and concepts. Mr. Miller will be an outstanding addition to your staff.
With Mr. Miller’s assistance, the Montana Virtual Education Consultancy has been able to develop working plans to implement new technological solutions to traditional classroom settings. We have researched and developed detailed specifications and implementation plans, and made plausible proposals to the Montana state school officials, the State Legislature, and the Governor’s office. We continue to pursue our goals of introducing and expanding the current technology knowledge base throughout the school system, and our intention to use our successful implementations as a model for other public schools throughout the country.
Mr. Miller, has been instrumental in formulating and presenting our ideas and proposals to the higher levels of state government, as well as establish strong working relationships with the principal suppliers and innovators who will make these ideas a reality.
In addition to his work as a partner in the Consultancy, I have also followed his writings and efforts with many other commercial, agricultural and business endeavors, including his work with BioFuels, non-traditional agricultural methods and technologies, and his outstanding efforts in furthering the concepts and practical efforts of intentional communities. Mr. Miller has demonstrated both a solid understanding of traditional business concepts and needs, but also has shown the ability to extend his thinking beyond the ordinary solutions and apply new ideas to new problems and issues. Rather than being a reckless visionary, Mr. Miller applies great logic, discipline and an enormous amount of imagination when applying his ideas to resolving modern issues.
I feel qualified to evaluate Mr. Miller’s knowledge and talents, having been a businessman and Information Technology professional for over twenty years. I have worked both in large corporate environments and consulting with small businesses in introducing or expanding technology solutions to further their business interests. I have managed major technology projects for defense contractors, major consumer banks, daily newspapers, litigation-related software development firms, and have developed and started my own commercial businesses. It has been exceptionally rewarding to have known and worked with Mr. Miller during these past few years. I cannot emphasize enough how valuable an asset he will be to the university in the role of Director for the Small Business Center.
